Do you know how many rounds of ammunition that the U.S. Department of Homeland Security has purchased in the past ten months?

Is the 1.6 Billion rounds mentioned in the attached article correct? 1,600,000,000 rounds?

And they are buying 1.6 Million more? That's 1,600,000 more???

Why?

Are they expecting a war? Are they about to start a war? Against whom?
