Wow, what a collective piece of ...., er, work. I read each amendment, and taken collectively the Democrats are tyring to kill CCW.
In a few words, these amendments are intended to prevent all citizens from obtaining a CCW ($1 million liability insurance, Psych exams to prove you are sane, Allowing Cook Cty and Chicago to overrule state law and pass their own even stricter laws), or to prevent a citizen from even USING his CCW, almost anywhere, anytime.
It is also a "may issue" license, requiring county sherriff approval (specifically abesent a sheriff's veto).
You can't even carry your firearm in your car, unless it is broken down, unloaded in a case, or inaccessable.
To be blunt and direct, this is a CCW poison pill. It is designed to thwart the US 7th District Court and the will of the people. Taken together, it is probably unconstitutional, given the "privileges and immunities" and "equal protection" provisions of the 14th Amendment.
One can only hope Republicans and downstate Democrats will kill the entire bill.
