Want to bet that "Jose" is an undocumented worker to boot? Don't worry about Jose. He is safe in this country.
Actually, I was thinking that Jose probably was a documented worker but that some of the "supervisors" weren't. Maybe the reason the supervisors weren't working is that they were on a second payroll somewhere and felt they didn't have to work. Probably pulling down time-and-a-half on this job.
You see this kind of thing at almost every place you have road work around here also. Didn't Chicago have a big flap over this not to long ago?
Only for 50-60 years or so...
