Iran and U.S. - different?

"TEHRAN, Iran — Two American men arrested more than two years ago while hiking along the Iraq-Iran border have been sentenced to eight years in prison for espionage and illegally entering Iran, state TV reported Saturday." (Source: http://www.huffingtonpost.com/ 8/20/11)

OK, so that (above) is how Iran treats two who may have "illegally" entered Iran. Were they spying?
