FBI's letter re Nygren

Care to read the FBI's letter to the McHenry County Sheriff's Department? Pete Gonigam, publisher of http://www.firstelectricnewspaper.com/ has posted a link to it in his article at www.firstelectricnewspaper.com/2011/01/deputys-sheriff-charges-no-prosecutive.html

The FBI writer refers to the Privacy Act of 1974 but still reveals an acknowledgement of a limited investigation. In his article Gonigam explained that "The Privacy Act of 1974 prohibits government release of information without the consent of the person the information's about.  There are 12 exceptions to that, however.  One is a request for 'civil or criminal law enforcement activity.'"

One would think, however, that if the target of a criminal investigation is the head of the law enforcement agency requesting the information, then the FBI ought to exercise better judgement about releasing information. Do you suppose that, perhaps, the FBI's top cop in Chicago thought Zinke wouldn't tell Nygren?
