Meet Open Meetings Act Requirements?

Last week the Woodstock City Council, a public body" as defined by the State of Illinois, held a Special Meeting. Revisions to the Illinois Open Meetings Act require public bodies to disclose more fully (than in the past) just what's up their sleeves for a meeting.

So, take a look at this Agenda. Can you get a good idea of what they were going to discuss (or, worse, act on) at this meeting? According to the Agenda, all they planned to do was show up for Roll Call and then leave. Think anything else happened? (The formatting of the announcement got a little goofy when copied/pasted here.
