A bill in the Illinois legislature starts out with one purpose, and then it gets switched to an entirely different purpose. Should this be allowed?
It probably happens all the time. But does the public know? Do the legislators even realize it?
Senate Bill 1034 started out as an anti-drug bill. Then it got to the House, where it got gutted. House Amendment 002 is where the fun began, when the anti-gunners got at it.
How would you like this jammed down your throat, if you are new resident? How would you like to move into Illinois, get your driver's license, and then be required to apply for a FOID card?
What if you are a person who doesn't like guns, has never owned a gun and will never own a gun? How would you like to become a criminal if you don't apply for a FOID card, whether you want one or not?

You forgot to add in the part about US Attorney General Eric Holder and the Fed's pushing this while dangling big money to the Illinois State POlice if it gets passed. This was all part of an Illinois Rifle Association Alert

BOTTOM LINE UP FRONT: U.S. Attorney General Eric Holder and the Illinois State Police are teaming up to pass legislation to destroy your right to privacy and your gun rights in exchange for federal grant money.
HOW THEY PLAN TO DO IT: Representative Cynthia Soto – an ardent Chicago Gun Grabber – recently used parliamentary procedure to hijack an anti-drug bill (SB1034) and turn it into one of the most dangerous anti-gun bills ever put before the Illinois General Assembly. It has been determined that Rep. Soto is just a minor player in this effort and that ERIC HOLDER and the U.S. Department of Justice (DOJ) are behind this assault on your rights. The DOJ has promised the Illinois State Police that they will get millions of dollars in federal grants if this legislation is passed. Holder feels that, if he waves a few dollars under the noses of the Illinois State Police, then they’ll sell legal gun owners down the river.
The bill was totally gutted and turned into this gun bill. It is behind doors stuff because the bill name never changed and it is now on third reading. This means it has been read twice, and is now ready for vote. All done in secrecy.
