... and it wasn't coffee. At about 12:30PM there were five Woodstock police cars on the northwest corner of Route 47 and Lake Avenue, plus one red SUV. I couldn't really tell what was going on as I drove by, so I circled into the old Benoy Motors parking lot (and still couldn't tell what was going on).

Was it a training exercise? From the line-up of police cars, it could have been.
If it was a training exercise, it would have been better conducted away from the business signalized corner in Woodstock. There are too many rubber-neckers who won't notice that the car in front of them has stopped. Lately, there have been many rear-end crashes on two-lne highways.
A week ago on Monday there was one northbound right in front of Jack Franks' office (across the street from this photo), and 20 minutes later I saw a rear-ender in front of Gary Lang Automotive Group in McHenry County. Crystal Lake had a rash of them earlier this week.

I heard a lot of what sounded like seatbelt enforcement on the scanner and it sounded local. Judging by the vests in the photo I've seen that being worn when they do SB enforcement on RT4 North of that depicted area.
Seatbelt check. When I went by around 4 one cop was in the middle of 47 giving stare downs and dirty looks (seatbelt checks) and at least 4 drivers where either being ticked or warned.
Ticked OFF is probably more like it.
Personally, I am outraged by this type of law enforcement practice. The potential for crashes is great.
Illinois is already at about 91% seatbelt compliance. They can push it on up to 100% by putting a cop at every corner. Heck, just install ignition locks. No seatbelt fastened? No ignition startee.
Having said that, a seatbelt saved my life (two-lane state highway, 60MPH into a cornfield). Go out on U.S. 14 for seatbelt checks, not on IL Rte. 14 near a traffic light!
This type of c-r-a-p will stop, if enough people lean on the City Council!!! The City Council will have to order the City Manager to order the Police Chief to cease and desist.
I'll find out how many tickets (and warnings, if any - should be None) were issued yesterday.

"we went past there, too. It was a seat belt compliance check. there was a tiny sign saying so. a cop under the bridge on southbound side, I assume probably would call up ahead to the other cops if you did not have your seat belt on at the bridge."
I wonder how many cars got flat tires from driving into the lot on the corner, where there has been left-over debris, glass, nails from the demolition of the building that was there.
Also wonder whether the P.D. obtained permission to use that private property and if the property owner required a written, hold-harmless agreement and liability insurance.
