What's up is a tent that's up. This is located on East Calhoun Street, just east of Seminary Avenue.
What could be its use or purpose?
It fits neatly between the walk at the bottom of the front steps and the sidewalk, which would be the property line.
Temporary structures of this type must require some type of Permit from the City, and any permit would have an expiration date.
Why is something like that in the front yard, rather than in the back yard, if at all?

I saw this today,and it looked like they were setting up a garage sale to me.I do like hw you are on top of things tho. Keep up the good work.
Great guess, Super Dave X. Checking the sites of garage sales on the City homepage (top left), there is a garage sale permit issued for 411 E. Calhoun St.
Maybe this is how the homeowner beats the City's prohibition against garage sale items in the front yard after the regular sale hours of 8AM-8PM. With their tent they'll meet the letter of the law as far as displayed items.
