Gussy-does this mean more free health care????

FHPC is not set up for the purpose of providing what you want to call "free health care." It is set up for those who cannot afford health care. There is a difference.

When you can not afford something but you are still given it, it is called "free". Please explain the difference!

OK, I'll take a stab at explaining. Reach for the band-aids.

"Free health care" is like an entitlement. People expect it. They demand it, whether they've done anything to earn it or not.

My sense about the FHPC is that it provides medical care to those who need it, when they need it, even if they can't pay for it; e.g., loss of job; no jobs available; at-home children eliminate time to work.

I could be wrong about this. It wouldn't be the first time.

I do remember the first time I was wrong about something. I thought I'd made a mistake (but I was wrong).
