I have bashed Chip pretty hard here. Having done that, I wish to add that I have liked Chip as a person. He and I have always gotten along. However, I dislike the actions he is reported to have taken.

Chip broke the law... plain and simple. Bianchi stated he would not pursue this. What makes him God. Does he think he can PICK & CHOOSE which laws to enforce? If so no person should ever be arrested, because if that law is unenforced, why should the next one be?
It's very simple and has nothing to do with someone thinking they are God. All prosecutors are the lawyers charged with prosecuting a case. If they don't they have a good enough case to win a conviction then they decline to prosecute. Felony Review ROUTINELY rejects felony charges. ASA's in misdemeanor courts ROUTINELY sol cases because they do not think they can prove the case. It happens every single day throughout this nation. Nothing out of the ordinary in this case.
Oh, btw, you say Chip broke the law. In what court has he been convicted of breaking any law? You see, where I come from, one is innocent until proven guilty.
