Will County Board investigate Sheriff's residency?

The following message was sent to all County Board members on Friday, March 18:

I am writing to request that you call a Special Meeting of the County Board to begin an investigation into whether the Office of Sheriff of McHenry County has been vacant since mid-December 2010. If Chairman Koehler will not promptly call a Special Meeting, I ask that you, as County Board members, call a Special Meeting.
On December 1, 2010, Keith Nygren was sworn into office.
On December 3, 2010, Nygrens sold their Hebron home to Bryan Krause.
Krause may have allowed Nygren to live there for a "couple of weeks".
It is believed that Mrs. Nygren is a Florida resident.
It is believed that Nygren refused to move out until receiving a letter from Krause's lawyer this month.
Nygren may have moved out of Krause's home this week.
Has he acquired a new, bonafide residence in McHenry County?
Has he changed his driver's license?
Has he re-registered to vote?
Has he notified the Secretary of State of the new address for his personal vehicle(s), if any?
Has he filed a new address-of-record with the County for income tax-related mailings?
Where does he get his mail?
I understand that a requirement under election law is that the Sheriff must reside in the County of his office.
Has Nygren not been a legal resident of McHenry County since mid-December 2010, if he ceased to have a legal residence in the County?
Has Nygren legally abandoned the office, yet still been showing up on the payroll and at the office? If he does not occupy the Office of Sheriff legally, is he entitled to pay?
Is there undue County/taxpayer risk, if there is no County Sheriff (Keeper of the Jail)?
Might every operation, arrest and warrant service of the Office of Sheriff since mid-December be in jeopardy?
Please convene a public hearing without delay to ascertain and verify whether (or not) McHenry County has a Sheriff legally in the elected office.
Will you please let me know your position on my request?
Sincerely,
Gus Philpott
Woodstock
Resident of McHenry County District 5
