You can change your address online with the Illinois Motor Vehicle Department at www.cyberdriveillinois.com for your driver's license, vehicle registration addresses and Photo ID card. If you do it online, why not print and scotch-tape your new address onto your driver's license? You can request Motor Voter forms via the online form, but you'll still need to complete the Voter address change locally.
