Is County Sheriff above the law?

In Illinois there are laws about placing signs in the public right-of-way. If anyone should obey the laws, should the county's top cop be first?

Check out this sign. It's squarely in the right-of-way on northbound Illinois Route 47 at Route 176 (east). Right on the northeast corner, where there used to be a kazillion signs every week-end but which, after persistent efforts by Green Party sheriff's candidate Gus Philpott (and a long time before he became the Green Party candidate) to get IDOT to get after sign violators and keep that corner clear.

Today there were only a few signs there; however, leading the pack was a huge sign of Keith Nygren.
Wouldn't you think he would direct his campaign workers to obey State laws? Wouldn't you think he would tell them to be scrupulous about obeying laws?

Or does the "cop mentality" rule? Is it "I enforce the laws but I don't have to obey them."
That's why I say that I am a citizen first, cop second! I believe the cops ought to be the first to obey the laws, not the last.
