The following arrived from ISRA this morning:
"The ISRA has learned that the gun controllers in the Illinois Senate are drafting yet another "may issue" concealed carry bill that would let certain jurisdictions "opt out" of issuing concealed carry permits. As of now, the new proposal does not have a bill number. That means that the proposal could come out as an amendment to an existing bill, or be introduced as a stand alone bill, or be snuck into a "shell bill."
Do you know the difference between "shall issue" and "may issue"?
What can you do?
Call your friends in Cook County and ask them to call their State Representatives and State Senators right away. Ask them emphasis that there should be one law for the entire State of Illinois, not a cobbled-together law that makes it impossible to know when a legal gun-carrying citizens risks becoming a felon by driving across one street.
If the hare-brained State legislators pass a law that lets Chicago and Cook County opt out, will your concealed-carry license, issued to you (a McHenry County resident) be good in Cook County? Probably not.
Let's say that you are a concealed-carry license resident of Illinois (not of Chicago or Cook County). Assume you are driving along in McHenry County near the Cook County line. Then you come to a detour, and a police officer directs you to turn. You realize that you are being directed to turn into Cook County. On the detour, a careless driver behind you rear-ends your car. You're still packing when the cops arrive to take a report, and you identify yourself as legally carrying your pistol.
Only then you aren't legally carrying it, because you are in Cook County, and guess who goes to jail?
The only sensible approach is for Illinois to have one (1) law that applies State-wide, like your driver's license.
Even if you aren't going to carry, perhaps your brother or sister or father or mother or child plans to carry. Call your Cook County friends today!
