They have already registered with the Charitable Trust Bureau of the Illinois Attorney General's office, so that they can accept donations. The next step is the application for tax-exempt (501(c)(3)) status with the IRS, so that donations are tax-deductible for the donor. That is a complicated and not inexpensive process.
