And this means what?


This sign, in front of Rep. Jack Franks' Woodstock office on Route 47, reads, "JACK PASSES BILL TO EXPAND CIRCUIT BREAKER."

What does this mean? Has Jack replaced the Illinois House of Representatives?

Jack is the State Rep who introduced House Bill 336, which expands certain benefits of the pharmaceutical portion of the Circuit Breaker program and expands the program to include more senior citizens and disabled persons. This bill was passed by the House in a 117-0 vote, so Jack's vote was 1 of the 117 who voted for it.

Should the sign have read, "JACK'S BILL TO EXPAND CIRCUIT BREAKER PASSED"?
