Skateboarding Ordinance - how long planned?

Remember the woman who spoke at the City Council meeting (September 2, wasn't it?) and asked for more skateboarding locations and opportunities for the young people of Woodstock?

Wouldn't that have been the perfect time for the City Council to speak about the planned increase in restrictions in skateboarding and bicycle-riding on the sidewalks around the Square?

The skateboarding/bicycling ordinance of September 16 could not have been a surprise to the City Council. They had to know it was coming. Is this an example of a time that the City Council dodged an issue and keep residents in the dark until they could spring a new ordinance on them?

That September 2 meeting would have been an appropriate time to acknowledge that the kids do want a place to skateboard AND that the City is going to address the problem of skateboarding and bicycle-riding on sidewalks leading into the Square. Of course, having the guts to do that might have resulted in a lot of kids packed into the City Council meeting on September 16.

Today's Woodstock Independent (Page 3) reports that Public Works (DPW) Director John Isbell stated in a letter given to the Council (when was that?) that the DPW had "...been asked to purchase and install new regulations signs to inform the public about these new restrictions..." (involving skateboarding/bicycling restrictions.)

Then DPW decided that the territory should be expanded (that restricts skateboarding and bike-riding). On what data did they base their decision? Did they survey business owners? Customers? Persons on the Square?

When will the new signs be up? What will the implementation be? The enforcement? Any warnings? Tickets from Day 1?

Will the City be posting signs at the entrances to the Park in the Square, reading "No frisbee playing" and "No ball catching"? How does a family know about these rules, when they go to the Park in the Square to enjoy it, instead of traipsing all the way to Emricson Park or Dick Tracy Way Park or Raintree Park (on a dry day)?
