Witness: "Officer, that man running down the street just stuck up that store."
Victim: "That man running down the street there just robbed me."
Officer (or Deputy or Trooper): "I wouldn't want to arrest the wrong man, so I am going to take your report and write it down verbatim. Then you and I together will read the report and make sure it is correct. Then I am going to give it to my supervisor. If and when my supervisor tells me to do something and puts it in writing, then I'll think seriously about doing what I am told to do.
"In the meantime, I am not going to put my life or health at risk, my Department's reputation or equipment at risk, or my City's (or County or State) money at risk by chasing a person who might not be guilty. I'm sure you can understand that we don't want another Ferguson or Baltimore in our town.
"Furthermore, if I take any action at any time, I shall not be making any report or statement, verbal or written, without my attorney present.
"Now, would you like to report what you believe to have been a crime?"

You better believe that this is policing of the future-starting right now. The only ones that will be doing any kind of police work from this point forward are the newest of the rookies. And it won't take long for them to see the light.
