No cell phones in an accident area would mean that the driver is paying attention to all the other activity that's going on. And no pictures makes sense to me. Would you want a picture of your loved one with is brains splashed all over the road posted on the internet by some random stranger? I certainly wouldn't. And no cell phones in construction zones? Again, I think that's a good thing. You need to be paying attention to your driving, not the phone conversation.
